Job Description

TSC is seeking highly qualified Senior Contracts Negotiators (remote based or hybrid in the DC Metro area). The experienced contracts negotiator will be a subject matter expert to solve problems, develop solutions, and assist program managers and business unit leaders in achieving their financial, contractual and performance goals and objectives.

This role will report to the Legal Department and will partner with Program Managers to research compliance issues, interpret regulations, and formulate recommendations, using knowledge of FAR, DFARS and other Customer regulations of the assigned defense contracts portfolio. This position can be fully remote based or hybrid. Availability requirements could differ depending on contract location time zone. Flexibility to be available during those core business hours would be expected.

Responsibilities:

  • Actively review and assist in negotiation of proposals, subcontracts and prime contracts for other contract administrators. Lead in the negotiation of high impact proposals, subcontracts and prime contracts while following department guidelines and recommendations. Reduce risks through negotiation of key terms, the addition of assumptions, or clarifying conditions to proposals or agreements. Strong terms and conditions negotiation skills to include the ability to negotiate with major prime contractors.
  • Build successful partnerships with the program leadership to understand program and contract needs while negotiating the most favorable terms and conditions in all assigned agreements.
  • Meet department metrics that track activities such as contract value, contract ceiling, contract mods, contract deliverables, and their associated processing timeframes.
  • Ad hoc requests are to be expected.
  • Possibly administration of complex agreements of diverse types, to include FFP, T&M, Cost-type, IDIQs, OTAs, etc.
  • Diplomacy and tact when engaging with colleagues and counterparties.
  • Technical ability and professional curiosity to lean forward and take ownership of outcomes.
  • Demonstrated ability to effectively resolve challenges and be a reliable resource to the programs supported.
  • Become fluent in TSC's business model and culture by understanding the programs, the Customers, and internal stakeholders.
  • Comprehensive administration of our contractual commitments for the assigned contracts portfolio.
  • Proposal preparation support including examination of solicitation requirements, cost proposal pricing, analyzing terms and conditions to evaluate risks in accordance with company policies, legal requirements, and customer specifications.
  • Backup ability to process new awards, modifications and maintain accurate contract records within the company's Contract Management System.
  • Prepare negotiation strategies for existing or prospective clients to establish performance, and contractual guidelines for assigned contracts.
  • Lead contract administration from requirements definition through contract close-out.

Required Qualifications:

  • Bachelor's degree in business administration, Finance, Contract Administration, or legal and 8 or more years of defense contracting experience.
  • US Citizenship and possibly the ability to obtain and maintain a secret level security clearance
  • Successful, demonstrated full life cycle contract administration experience.
  • Administration of and experience with both prime contractor issued subcontracts, and DoD issued prime contracts.

Preferred Qualifications:

  • Demonstrated knowledge of FAR and DFAR regulations in the Aerospace & Defense industry.
  • Demonstrated knowledge of standard contract management practices.
  • Experience preparing cost proposals, cost narratives and compliance matrixes.
  • Proficient in leveraging technology to streamline the contract administration processes.
  • Experience in problem solving when guidance is vague, and no precedence is available.
  • Proficient with collecting and analyzing data as a basis for program/company decisions
  • Ability to communicate effectively across the organization and with diverse teams.
  • Ability to multi-task including prioritizing, planning timelines and timely execution of multiple contracts.
  • Professional certification in Contract Management preferred.
  • Deltek Costpoint experience (Contract Management Module)
  • Business focused, solution and problem solving oriented
